朝令暮改：ちょうれいぼかい [tyou-rei-bo-kai]

意味:Meaning

命令や政令などが頻繁に変更されて、一定しないこと。朝出した命令が夕方にはもう改められるという意から。

Instructions and government ordinances, etc. are frequently changed, not to be constant.
