先憂後楽：せんゆうこうらく [sen-yuu-kou-raku]

意味:Meaning

常に民に先立って国のことを心配し、民が楽しんだ後に自分が楽しむこと。北宋の忠臣范仲淹が為政者の心得を述べた言葉。転じて、先に苦労・苦難を体験した者は、後に安楽になれるということ。

Always worry about the country prior to the people and enjoying themselves after the people have enjoyed it.
